Quota Refugees in New Zealand: Approvals and Movements (1999—2008)Author: Department of Labour This report contains a summary of the analysis on quota refugee approvals in New Zealand over the 1999-2008 period. It also looks at the subsequent movement patterns of quota refugees to gain an understanding of their mobility. These are analysed by breaking down the quota refugee populations by nationality, gender, age and application type. Since 1987 New Zealand has had an annual refugee resettlement quota of 750 places. Over the 1999 to 2008 period New Zealand resettled close to eight thousand quota refugees from various countries and backgrounds. The largest number of quota refugees came from Afghanistan and Myanmar. The majority of quota refugees were under the age of 25. Analysis revealed that at the end of the study period 8 percent of the quota refugee entering New Zealand over 1999-2008 were absent for more than six continuous months and considered to be long-term absent. The study found that quota refugees had less spells of absence compared to other migrant groups, however absenteeism increased the longer a quota refugee stayed in New Zealand. Compared to other age groups, larger proportions of the working age quota refugee population were absent since taking up residence in New Zealand. Of the quota refugees that came to New Zealand over 1999-2008, 22 percent of them were absent at the end of the study period.
